OBJECTIVES:
LINDE France, formerly LINDE GAS, operates a natural gas steam reforming (NGS) hydrogen production unit in the municipality of Chalampé. As part of a revamping project for its facilities, LINDE France commissioned ALPHARE-FASIS to update the site’s hazard study to ensure compliance with regulatory requirements and enhance facility safety.
MISSION CONTENT:
ALPHARE-FASIS’s mission consisted of several key steps to assess the risks associated with operating the hydrogen production unit:
- Hazard study development: The study was updated to thoroughly analyse the potential hazards related to the facilities, taking into account the modifications made as part of the revamping project. This study aims to identify and assess the risks associated with each stage of production, from the receipt of raw materials to the distribution of the finished product.
- Caracterization of the intensity of the hazardous phenomena: To quantify and model hazardous phenomena, ALPHARE-FASIS used the PHAST (Process Hazard Analysis Software Tool). This tool made it possible to simulate accident scenarios, assessing the intensity of phenomena such as explosions, fires, or toxic releases, based on the specific characteristics of the site and the processes in place.
- Determining the severalty of major accidents: The analysis determined the severity of potential major accidents by assessing their impact on the safety of personnel, facilities, and the environment. This work helped identify the most critical scenarios requiring corrective or preventive actions.
- Defining and characterising risk control measures: Prevention and protection measures were defined to reduce the identified risks, ranging from the implementation of additional safety systems to emergency management procedures.
- Risk Prioritization: Finally, the risks were prioritized based on their probability and potential impact. This prioritization allowed for the selection of actions to be taken to improve site safety and ensure compliance with industrial safety standards.
